Just like another person with the same problem. COPY is not working correctly.
It doesn’t paste the content. What is strange, when you use the ‘textedit’ function, it copies the content in a new texteditor file. Now, when you COPY with Popclip the same content from the texteditor file, then it pastes the content into another app.
I’m still using MacOS Monterey.
Yes, I removed the app from Accessibility and added it back again.
I was going to suggest the remove from accessibility and add again 
as it’s usually that especially with Monterey.
Otherwise, I don’t know what to suggest.
What version of PopClip are you using?

Build 5070, the latest one.
It’s strange that when you click the textedit function, it will copy the content.
As you can see here:

POPCLIP - COPY TO TEXTEDIT - “Build 5070, the latest one”
(as a new forum user, i can only use one screenshot)
But when you simply use COPY it won’t do the job. Actually, the simpliest action of the app.
Sad, for such a nice tool …
