The “SAY” (text-to-speech) function isn’t working when I highlight text. What could be the issue?

Can you tell me in more detail the point at which it is failing? Does the Say (speech bubble) icon appear in the PopClip bar?
This has recently happened to me as well. Double-clicking on text brings up PopClip menu with actions. The text actions work but when I click on the speak bubble I sometime get a small gear that suggests it is speaking but no audio. If I use the mac context menu’s Speech->Start Speaking the text is spoken. I recently re-installed the app and restarted my computer I am using a MacStudio with 64Gb running Sequoia 15.1.1
What happens if you go to Terminal and enter the command:
say "hello this is a test"
Is that speaking out loud?
Actually, no. typing say “this is a test” does not speak out loud
Using your question as a clue, I went to System Setting and changed the Voice in Spoken Content and that seems to have fixed it.
