Actions do not appear when app is activated.
Please see two examples:

PopClip’s bar is context-sensitive and it only displays actions relevant to your current text selection.
In this example, Join Lines is not appearing because you only selected one line. It needs there to be at least two lines to have something to join. If you select multiple lines, then it should appear.
Similarly, Pocket is not appearing because it needs you to select a URL to add to Pocket.
